WASHOE COUNTY SCHOOL DISTRICT (WCSD) FREEZE COMMITTEE OPERATING GUIDELINES AND GENERAL INFORMATION
WCSD Freeze Committee Authority
In January 2010 the Superintendent determined that a Freeze Committee needed to be formed to impose restrictions on expenditures in the current fiscal year because of the severe economic conditions in Washoe County and Nevada.
Composition
The Freeze Committee is composed of five members:
1. Deputy Superintendent-Pedro Martinez
2. Chief Operating Officer-Jane Woodburn
3. Chief Human Resources Officer-Tom Stauss
4. Chief Accountant-Tom Ciesynski.
5. Chief Financial Officer-Gary Kraemer.
Expenditure Restrictions Rules
1. Expenditure restrictions are defined in two memos:
a. Department Operating Budget Expenditure Restrictions Memo.
b. School Operating Budget Expenditure Restrictions Memo.
2. Restricted expenditures that are delineated in the two aforementioned memos need to be brought forward to the Freeze Committee for its consideration by completing the FY 2009-10 Freeze Exception Request form.

Decision-Making Process
1. The Freeze Committee will consider the request and choose to recommend or deny the request.
2. The Chief Operating Officer, Jane Woodburn, makes the final decision regarding the request.
Meetings and Notifications
1. The Freeze Committee will meet every Friday to review exception requests.
2. Committee decisions will be made before the next Senior Cabinet or Executive Cabinet meeting and communicated to the requesting department or school officer.
3. The Freeze Committee will continue until further notice.
